Site location and context
The site boundary is based upon a seaward extension of 3 km around Teraina (Washington Island) to encompass the foraging range of IBA threshold numbers of Common White Tern based upon a 1979 population estimate of 1,000 breeding pairs from Garnett, M. (1983) A management plan for nature conservation in the Line and Phoenix Islands. Part 2 Policy
