This area is within the Taiwan Provincial Water Company 7 Division, which provides public water supply principally for industrial use. The area for water resource conservation is 275 ha, extending to Linyuan and Daliao Village of Kaohsiung County and Hsiaogang District of Kaohsiung City. The area of the reservoir is 7.47 ha, and holds up to 8.7 million tons of water.

Key biodiversity
IBA A4i criterion species: Great Cormorant (GC): Date Jan. 1988 Jan. 1992 Jan. 1994 Jan. 1995 Nov. 1996 Mar. 1997 Feb. 1998 Nov. 1999 Dec. 2000 No. of GC 50 19 30 300 30 472 500 1578 1261 • At this site, 116 species have been recorded roosting like the Green-backed Heron, Little Egret, Black-crowned Night Heron, and Cattle Egret. Pressure/threats to key biodiversity
• The water quality of the Fengshan Reservoir has deteriorated. Principal causes for the deterioration are pig farming upstream and factories discharging pollutants. Water quality indices show that eutrophication has increased. • There is large-scale dumping of wastes here. • There are crowds of tourists, students on field trips, and bird watchers.

Conservation responses/actions for key biodiversity
Lobbying Activities: • The 1994 Planning examples of environmentally sensitive reserves at the coast of Taiwan listed Fengshan Reservoir, Luotuo Mt., and the Kaoping River Valley as ecologically sensitive areas. Legislation: • Construction on the Fengshan Reservoir, situated within the Dapingding water conservation area, was begun in July 1980. In December 1982, the conservation area for water resources, water quality, and water volume of Fengshan Reservoir was announced, and in December 1984 construction was completed. The area when the reservoir is full is 74.9 ha. Taiwan Provincial Water Company 7th Division manages the water supply. A guard station was set to control people passing in and out.
